For its niche, yes. Google develops it actively, releases on a predictable schedule, and signals plus standalone components have modernized it substantially. For large, long-lived, multi-team applications it remains one of the strongest options; for content sites and MVPs we recommend other stacks.
Upgrade, in almost every case. Angular's tooling automates much of each major-version step, and we do them incrementally while your roadmap continues. A rewrite is only on the table for AngularJS (1.x) codebases, and even there we usually migrate screen by screen, not big-bang.
